What is the most efficient tax possible?

Efficient generally would mean that the coasts of compliance are low relative to the revenue raised. Consumption and excise taxes are much more efficient than income/profit taxes in that way. I suppose whatever a "lump some" was levied on, it could also be efficient, but that would depend a lot on how much the tax was and and what it was levied. Very ambiguous question.
