What don't cats like the taste of and is safe for their skin?

My friends cat keeps licking itself in the same place over and over and now it is a big scab on its leg which it just licks right off and starts again! She has tried bitter apple spray, vaseline, iodine and nothing works, any ideas? Oh and cutting off leg is not clever or funny ;-)
