Please could someone tell me the best way to "balance" my radiators on my central heating system. Thanks.?

A boiler sevice engineer who came yesterday,said I could get more heat to a radiator by turning down the others nearest to the boiler.He did not do it as his remit was the boiler only! The boiler is a pressurisedcondensing one and is 1 year old.
